Russian Government
Officials Study Tour - Carleton University,
The Centre organized a week-long study tour for a dozen
senior officials from the Russian Duma who were visiting Canada to
learn about the management of parliamentary institutions. The Centre
worked with the Parliamentary Centre (based in Ottawa) to assemble an
outstanding program of speakers and visits to the legislatures in
Ottawa and Toronto. The Centre worked with the Russian Academy of
Public Administration to organize a variety of study tours over the
next two years.

World Public Forum, Rhodes, Greece,
Profs. Dutkiewicz and Pal attended the 6th Annual World Public Forum's Dialogue of Civilizations conference in Rhodes, Greece, October 9-13, 2008. Prof. Dutkiewicz chaired one of theme panels over two days on governance, which heard from over 30 presenters around the world. He was one of the rapporteurs to the closing plenary meetings. Prof. Pal gave a presentation on recent trends in governance and in public management.

POWER: FORMS, DYNAMICS, CONSEQUENCES – Tampere, Findland
Prof. Leslie Pal was a keynote speaker at a conference entitled "Power: Forms, Dynamics, Consequences" (http://www.uta.fi/Power2008/). He presented his paper entitled "Panopticons of Power: Global Organizations and the Influence of Standards on Governance”, and then gave two lectures on policy-making at Comenius University, Bratislava. The first lecture presented the study of public policy and recent developments in the field, and the second explored practical policy-making in government, through the lens of several projects Prof. Pal has worked on in Canada and internationally.

The aim of this conference is to explore whether Europe and North America are diverging in the way they see energy security. Rather than take a narrow and conventional view of both security and energy, the conference wants to bring together a number of different strands of the current debate about energy and examine them within a broader debate about the meaning of security. Discussion will focus on the following five themes:

2) Energy security and democratization
3) Energy security, competitiveness and the environment
4) Energy security and regional integration
5) Energy security and economic liberalization
