SDF Fall Conference Return to top. This year's annual SDF conference hosted by CSDS was a great success. Approximately 150 people attended the all-day conference in stunning Victoria Hall underneath the glass pyramid at Old City Hall. For those who could not attend, the conference will be available by podcast on the CSDS website within the next two weeks. Special thanks go out to Cathleen Schmidt and John Cadham for their hard work putting everything together. We are also very grateful to Aaron Hywarren and his staff at Directorate of Public Policy at DND for helping secure our use of Old City Hall. |
Bulletin Changes Return to top. In the past the CSDS Bulletin would include news items and publications that might be of interest to CSDS Associates and students. Most of these items come from two email lists, one from the Conference of Defence Associations Institute, and the other from the Canadian Forces Aerospace Warfare Centre. On average, they generate 3-5 messages per week. In order to keep the Bulletin to a manageable size we have decided to not include the publications circulated by CDAI or CFAWC. Instead, you are encouraged to sign up directly for those lists. The information to sign up is included below. We will continue to include any important announcements circulated on the lists. CSDS Speaker Series: Daniel Taub on law and the Middle East Peace Process Return to top. Daniel Taub, Principal Deputy Legal Advisor to the Israeli Ministry of Foreign Affairs will speak on "The Role of Law in the Middle East Peace Process." When: Wednesday, 14 October, 12:30-2:00 Taub's areas of responsibility include counter-terrorism, international organizations and humanitarian law. He has been extensively involved in the Middle East Peace Process, having been a member of Israel's negotiating teams in both the Israeli-Palestinian and Israel-Syria negotiations. In addition, he has served as head of the Israeli observer delegation to International Court of Justice hearings on Israel's security fence and as Legal Advisor to Israel's mission to the United Nations General Assembly 1998. A graduate of Oxford, London and Harvard Universities, he is a frequent commentator on issues related to international law and Israeli foreign policy. Michael Doyle on Human Rights and Military Intervention Return to top. CSDS presents a special seminar with Columbia University Professor Michael Doyle, who will speak on "Human Rights, Self-Determination, and Military Intervention." The event is co-sponsored with the IDRC. When: Thursday, October 15, 2009, 2:00-3:30 Doyle is the Harold Brown Professor of United States Foreign and Security Policy at Columbia's Shool of International and Public Affairs, Columbia School of Law and the Political Science Department. Prior to his arrival at Columbia, Doyle served as assistant secretary-general and special adviser to United Nations Secretary-General Kofi Annan from 2001 to 2003. His responsibilities included strategic planning (the "Millennium Department goals"), outreach to the international corporate sector (the "Global Compact"), and relations with Washington. His recent publications include Making War and Building Peace: United Nations Peace Operations, with Nicholas Sambanis (Princeton: Princeton University Press, 2006) and Striking First: Preemption and Prevention in International Conflict (Princeton: Princeton University Press, 2008). Doyle has been a member of the Council on Foreign Relations since 1992 and is the former chair of the Academic Council of the United Nations Community. He has also been a senior fellow and a member of the Board of Directors of the International Peace Academy since 1996. In 2001, he was elected a fellow of the American Academy of Arts and Sciences. Harris on Tomorrow's Navies Return to top. The Graduate School of Public and International Affairs and Centre for International Policy Studies at U of O present "Tomorrow's Navies: The Path Forward for Surface Combatants" Monday, October 26, 2009 10:00 a.m. . 11:30 a.m. Desmarais Building, room 3105 Drawing on his naval, policy, and industry experience, R. Robinson Harris will discuss trends in the development of the next generation surface combatants. At the forefront of these trends are innovative forms of modularity and sustainability that will transform how future navies can operate and deploy, a reality that the Canadian government, ship-building industry, and Navy must consider as they begin contemplating the replacement of Canada's frigates and destroyers. Captain Harris retired from the U. S. Navy in 1998 after 30 years of commissioned service. A Surface Warfare Officer, he served in a number of surface combatants and aircraft carriers. He commanded the Tomahawk Strike Destroyer, USS CONOLLY (DD 979) and Destroyer Squadron 32. Since retiring from the Navy, Captain Harris has worked for Lockheed Martin where he currently serves as Director of Advanced Concepts. He has led numerous seminars, workshops, and wargames pertaining to the Navy's '3-1 Strategy', '1000 Ship Navy', 'Global Fleet Stations,' and Riverine Warfare. He also participated in development of the Navy's new strategy, 'A Cooperative Strategy for 21st Century Seapower.' He currently serves as an Adviser to the CNO Strategic Studies Group, and he is Chairman of the Board of Directors of the Baltimore Council on Foreign Affairs. He has served on the Canadian Navy's Strategic Advisory Group since 2008. Most recently he was appointed to the Secretary of the Navy's Naval Research Advisory Committee. CDFAI Annual Conference Return to top. Subject: CDFAI annual Ottawa Conference Canada's National Strategic Relations: NATO and NORAD Since 2002 the Canadian Defence & Foreign Affairs Institute (CDFAI) has been hosting annual conferences in Ottawa around critical issues in Canadian defence and foreign affairs. This year's conference is being jointly hosted by CDFAI and the Canadian International Council (CIC) and is the first of a brand new series focused on Canada's national strategic relations and this year's focus is on NATO and NORAD. The conference will promote discussion and debate and produce policy recommendations on Canada's future direction in NORAD and NATO. Six expert panelists will present on the NATO and NORAD panels and three keynotes will help lead the discussion and debate:

Labbé on Afghanistan Return to top. From: Executive Director Dear Colleagues, We will be hosting Brigadier-General (Retired) Serge Labbé, who will speak on the topic, 'Marking Time in Afghanistan.' BGen (Ret'd) Labbé has since March 2009 been a Senior Advisor to the Ministry of Rural Rehabilitation and Development in Kabul, Afghanistan, and in November 2009 will join the Office of the NATO Senior Civilian Representative (SCR) in Afghanistan as Senior Political Advisor and Deputy to the SCR. A fuller biography is appended below. This roundtable is held in collaboration with The SecDev Group (www.secdev.ca). Regards, Alain Pellerin, Colonel (Ret'd) Biography: Serge Labbé His training and postings have led him to Cyprus, Germany, Norway, the United Kingdom, Somalia, the United States, Belgium, Turkey, Kosovo, The Netherlands, and Afghanistan, where he headed the Canadian Strategic Advisory Team in Kabul (August 2007 – September 2008). He retired with the rank of Brigadier-General in October 2008. In March 2009 he joined the Afghan Ministry of Rural Rehabilitation and Development (MRRD) as a Senior Advisor to the Minister for the promotion of the five MRRD national programmes. Following the end of this assignment in October 2009, he will be joining the Office of the NATO Senior Civilian Representative (SCR) in Afghanistan as Senior Political Advisor and Deputy to the SCR. His decorations include the Canadian Forces Meritorious Service Cross, the US Legion of Merit, the French Médaille de la Défense nationale, and the NATO Meritorious Service Medal. |

Palantir Technologies (www.palantirtech.com), based in Palo Alto, California, offers a powerful platform for integrating, visualizing, and analyzing complex heterogeneous data sources including structured, unstructured, social, relational, temporal, and geospatial. The SecDev Group was one of the primary authors of the Tracking GhostNet: Investigating a Cyber Espionage Network report released in March 2009 which made extensive use of Palantir to analyze data obtained through technical and human-based sources. An article featuring the work of Palantir Technologies was recently published in the The Wall Street Journal. Each year, the conference aims at gathering scholars and practitioners to dissect and discuss a recent and pertinent topic effecting NATO and Euro-Atlantic security. In light of the 60th Anniversary of NATO and in response to a call from NATO requesting the input of non-governmental organizations, this year's conference will take up the theme of the crafting of a new NATO Strategic Concept. The ACC is seeking Ph.D. scholars to submit papers and subsequently present their findings at this year's fall conference, pertaining to one of the three strategic concept themes, which are:

Scholars who fit these criteria are encouraged to submit their proposals dealing with one of the three listed strategic concept themes. The candidates with the winning proposals will be invited as speakers to present their findings at the fall conference. The papers and presentations will also be included in the ACC publications, placed on the website as well as the subsequent conference booklet. It is expected that officials from NATO, DFAIT, and DND will be present at this conference. Winning candidates will also have their travel and accommodation to and from Ottawa paid for by the Atlantic Council of Canada. Those interested in participating must have their proposals submitted by September 30th, 2009. The proposal should be no longer than 1000 words and must be prepared to limit their presentations to 15 minutes. The final paper may be longer and will be published in full. The winning candidates will be advised by October 15, 2009 in order to ensure time for preparation of the final paper, which must be submitted by November 16th, 2009. Call for Papers: Journal of Peacebuilding and Development Special Issue Return to top. From: JPD CALL FOR PAPERS: Volume 5 Number 3 The Journal of Peacebuilding and Development is calling for papers for Volume 5 Number 3, which is to be published in July 2010. JPD is a bi-annual refereed journal providing a forum for the sharing of critical thinking and constructive action on issues at the intersections of conflict, development, and peace. This issue will endeavor to capture and examine critical topics and questions focused in the area of Islam, peacebuilding and development, including:
JPD aims to develop theory-practice and South-North dialogues, foregrounding qualitative methodologies that highlight the micro, hidden impacts of dominant policies and practices. JPD?s regular volumes cover a range of topical issues that link conflict, development and peace, such issues as the implications for conflict and peace of development policies, processes and outcomes; identities and relationships in conflict and development; the economics of war and peace; development assistance, humanitarian disasters and peacebuilding. Articles should be based on case studies and must link issues of peace and/or conflict with some aspect of development.
