Ambassador Michael Molloy was ambassador to Jordan (1996-2000) and the Special Coordinator for the peace process at DFAIT during 2000-03. An expert in global refugee affairs, he was also an Advisor to the Canadian Delegation to the Refugee Working Group in the Middle East Peace Process.

Canada and Ballistic Missile Defence, 1954 - 2009

Since the mid-1950s, successive Canadian governments have grappled with the issue of Canada's participation in US ballistic missile defence programs. Until Paul Martin's Liberal government finally said 'no', policy-makers responded to US initiatives with fear and uncertainty as they endlessly debated the implications -- at home and abroad -- of participation. However, whether this is the end of the story remains to be seen. In his new book, James Fergusson draws on previously classified government documents and interviews with senior officials to assess Canada's policy deliberations and rationales for avoiding a definitive commitment in response to five major US initiatives. He argues that successive Canadian governments have failed to transform the debate over ballistic missile defence into an opportunity to define Canada's strategic interests both at home and on the world stage.

James Fergusson is the Director of the Centre for Defence and Security Studies, a Professor in the Department of Political Studies at the University of Manitoba, and a Senior Research Fellow with the Canadian Defence and Foreign Affairs Institute. He has written several reports for the Department of National Defence and the Department of Foreign Affairs. He has also testified on several occasions before the Standing Committee on Foreign Affairs and International Trade and the Standing Committee on National Defence and Veteran's Affairs. He is a member of the Defence Science Advisory Board, and the Honorary Colonel of the Canadian Forces School of Aerospace Studies.

The Summer 2010 issue of the Journal of Military and Strategic Studies (JMSS) is now available. You may link to the JMSS at www.jmss.org

As one of the few electronic journals dedicated to the study of security related issues based in Canada, we are pleased to provide a forum in which security issues can be examined and discussed.

This issue of The Journal of Military and Strategic Studies presents a number of conference presentations offered at the recent conference held at the Centre for Military and Strategic Studies at the University of Calgary, "Canadian Reserves on Operations: Lessons Learned". The purpose of this conference was to examine the current roles of the Canadian Forces (CF) Reserves in all aspects of Canada’s defence posture and priorities and in reference to the current tempo of operations. It brought together military and academic experts from across North America to engage in high level discussions examining the challenges faced by CF reservists, within both their military and civilian careers and lives. This conference examined the issues of sustainment and retention within the framework of both domestic and international or expeditionary operations. While the attendance was not what we had hoped, the lower numbers actually facilitated open and frank discussions between panelists and participants. There were several young reservists in the audience who participated fully in the discussions. Several powerpoint presentations which were given at the conference have also been included.

Finally, two articles have been included in this issue. The first, "Germany and Sea Power in the 20th Century" by Michael Epkenhans, examines the relationship between Canadian and German sea power at the beginning of World War II. "Inexpensive Leadership: On Canada’s Global Normative Position and Its Potentials," the second article by S. Amir Mirtaheri, examines the apparent gap between Canada's considerable reservoir of international social capital on the one hand and its lack of visibility on the global stage on the other.

The Journal of Military and Strategic Studies extends an open invitation to readers across the world, whether students, soldiers, workers in NGOs, to contribute to its new sections, Commentary, and Notes From the Field. These sections will increase the range of the voices and experiences which we represent, and our ability to illuminate events as they happen across the earth.

We hope you enjoy this issue of the Journal for Military and Strategic Studies.

Dear Colleagues,

Galillee Institute, Israel - Winter Programme: Two Nations & Three Religions in Israel and Palestine: December 29th, 2010 - January 10th, 2011.

The main goal of the programme is to enable participants to form their unique personal impressions of the region, by providing a framework that allows for immediate and unfiltered exposure to the daily realities as experienced by the peoples in the region. Through lectures and study tours, participants will gain a better understanding of the range of responses offered by the religiously and ethnically varied populations to the complex issues routinely encountered in this region.

The programme aims to:

Present an overview of the history of the Land of Israel-Palestine. Acquaint the students with the different ethnic and religious groups in the region, their way of life, beliefs, views and inter-relations. Present different perspectives and views regarding the Israeli-Palestinian conflict. Deepen participants' understanding of the Israeli-Palestinian conflict and current issues.

The winter programme is intended for faculty and graduate students preferably who are in the process of studying courses associated with the Middle East.

A limited number of tuition scholarships will be available to qualified candidates.

Building upon the success of previous years Women in Defence and Security (WiDS) is now accepting applications for the Annual WiDS Memorial Scholarship.

A $10,000 scholarship will be awarded in Winter 2011.

Applications are due no later than Wednesday, November 10, 2010.

Awards will be based on academic achievement, participation in defence and national security activities, field of study, work experience, statements of objectives, and recommendations.
