Norman Steinberg is currently a Senior Fellow with the
Canada School of the Public Service. He recently served as the
Associate Director of Saint Paul University’s Ethics Centre in
Ottawa, while on the Government of Canada’s Executive Interchange
Program. He is also the Chairman of the Ethics Practitioners
Association of Canada (EPAC).
Mr. Steinberg has worked for a number of organizations
within the Canadian Federal Public Service, including the National
Museums Corporation, the Office of the Comptroller General of Canada,
Transport Canada, Supply and Services Canada and Public Works and
Government Services Canada (PWGSC). As Director General at PWGSC, he
established an Internal Audit Function recognized for its excellence by
the Treasury Board and the Auditor General of Canada. He also
established a departmental Ethics Program considered by the Conference
Board of Canada to be one of the best ethics programs in Canada, within
both the private and public sectors.
He has counselled departmental executive communities in
ethics-related matters, served as Special Advisor to the Chief Risk
Officer at PWGSC, and assisted several foreign governments (e.g. China,
South Africa, Ukraine) in developing their audit, ethics and integrity
functions.
He has held executive positions with a variety of
professional associations and/or chapters including the Institute of
Internal Auditors, and the Conference Board of Canada’s Corporate
Ethics Counsel.
He has a Bachelor degree in Sociology and a Masters
Degree in Social Work-Social Policy from Carleton University. He is
currently completing a Graduate Certificate in Business Ethics from
Bentley College in Waltham Massachusetts.
