SUSAN CARTER is a consultant,
writing and teaching about the third sector and sector-government
relations. She is the former Executive Director of the Voluntary Sector
Initiative Secretariat, created by the Voluntary Sector Roundtable to
support the voluntary sector in its work with government. Prior to
taking on this role she was Associate Director of the Canadian Council
on Social Development, a national membership-based, not-for-profit
organization conducting research, analysis and public education in the
field of economic and social security. Before joining the Council, she
worked in the federal public service in a number of departments
including Human Resources Development, Health and the Privy Council
Office.
