Michele Tarsilla specialized in evaluation of international development projects as a part of his Graduate Diploma in Public Policy and Program Evaluation at the School of Public Administration, sponsored by the World Bank at Carleton University in Ottawa. As a Fulbright Scholar, Michele earned his Master’s Degree in Foreign Service with a concentration in International Health and Development from the School of Foreign Service at Georgetown University (Washington DC, USA). Before then, he studied in France and Germany for two years and completed his undergraduate degree in International Affairs and Diplomacy at the Catholic University in Milan (Italy). Michele is fluent in six languages and has been living and working in over 15 different countries over the last twelve years (5 of which were spent between sub-Saharan Africa and Latin America).
Michele has been conducting participatory and utilization-focused evaluations of several World Bank and United Nations projects in a variety of sectors (including HIV and AIDS, education, agriculture, culture and development, civil society strengthening) in sub-Saharan Africa and Latin America. Michele has also provided evaluation trainings in performance and impact evaluation in English, French, Spanish and Portuguese to national government officials, NGOs and community-based organizations. In doing so, the primary focus of Michele’s work has been to enhance his clients’ formulation of evidence-informed and right-based policies.
Capitalizing on his familiarity with both civil society organizations and international donors, Michele recently worked at the Carleton Centre for Community Innovation (3ci) with Professor Ted Jackson on the social impact evaluation of Corporate Social Responsibility programmes of credit unions, cooperative and foundations in Canada. He also contributed a chapter to the upcoming book Accounting for Social Values edited by University of Toronto Press.
Associate Editor of the peer-reviewed Journal of Multidisciplinary Evaluation, Michele is currently finishing his doctoral degree in Interdisciplinary Evaluation at Western Michigan University.
